How Proparco Is Supporting Africa’s Energy Transition With a $15 Million Investment

Published on: Mar 16, 2026

Proparco has committed $15 million to the African Transition Acceleration Fund (ATAF), a pan-African investment vehicle managed by African Infrastructure Investment Managers (AIIM).

Announced on March 12, 2026, this investment forms part of ATAF’s first close, within a targeted fund size of $200 million.

ATAF is structured as a catalytic blended finance instrument to bridge the early-stage financing gap for climate infrastructure projects across the continent.

Proparco’s participation reinforces international support for ATAF’s strategy of investing in early-stage developers and platforms to advance renewable energy, sustainable transport, and other climate-aligned infrastructure solutions toward bankability and commercial scale.

ATAF’s Investment Mandate and Structure

ATAF focuses on three core themes of the energy transition:

  • Clean Electrons: On-grid and off-grid renewable energy generation, energy efficiency, storage, and transmission infrastructure.
  • Sustainable Transport: Electric mobility platforms, low-carbon transport systems, and enabling infrastructure.
  • Clean Molecules: Green ammonia, sustainable fertilisers, biofuels, and other low-carbon fuel alternatives.

The fund deploys equity and quasi-equity investments, typically in the range of $10 million to $30 million, into approximately 14 infrastructure development companies and platforms.

By providing capital at the pre-commercial and early-commercial stages, ATAF supports project maturation, pipeline development, and the unlocking of larger pools of development finance, debt, and private equity for subsequent phases.

This approach addresses a persistent bottleneck in Africa’s climate transition: the scarcity of risk-tolerant capital for early-stage initiatives, which often face high perceived risks, extended development timelines, and limited conventional funding.

Proparco’s Strategic Rationale

As a subsidiary of the French Development Agency (AFD) Group, Proparco specialises in private-sector financing for sustainable development in emerging markets.

Its $15 million commitment to ATAF aligns with its mandate to support climate-resilient infrastructure and energy transition in Africa.

Tibor Asboth, Head of Private Equity for Africa and the Middle East at Proparco, stated: “In Africa, one of the main obstacles to the energy transition remains the lack of capital available to develop projects at an early stage. By supporting ATAF from its first close, Proparco is helping to establish an instrument capable of addressing this gap and accelerating bankable climate infrastructure across the continent.”

This marks Proparco’s second collaboration with Allied Climate Partners (ACP) in an early-stage climate-focused fund and its first in Africa.

The investment contributes to a layered capital structure that includes catalytic anchor commitments from FSD Africa Investments (FSDAi) and ACP ($50 million combined), alongside participation from the International Finance Corporation (IFC) through its Frontier Opportunities Fund, KfW, Proparco itself, and other private co-investors.

Catalytic Impact and Broader Implications

Proparco’s commitment demonstrates the catalytic role of development finance institutions in de-risking funds and mobilising additional capital.

By participating at the first close, Proparco signals confidence in AIIM’s management expertise built over more than two decades investing in renewables, transport, and digital infrastructure and in ATAF’s potential to generate substantial climate, socio-economic, and gender impact.

Africa’s energy transition requires an estimated $100–200 billion annually to meet development and climate objectives. Early-stage financing remains a critical constraint.

Anchor-backed vehicles like ATAF can:

  • Accelerate project bankability and pipeline development.
  • Attract scaled private capital for construction and operation.
  • Support job creation, economic resilience, and sustainable growth.
  • The fund’s launch strengthens the case for blended finance in mobilising large-scale climate infrastructure across the continent.

Future Outlook

Proparco’s $15 million investment in ATAF exemplifies targeted support for Africa’s energy transition by addressing the early-stage financing gap through a catalytic, blended-fund structure.

Managed by AIIM and anchored by development institutions, ATAF is positioned to advance clean electrons, sustainable transport, and clean molecule projects toward commercial viability.

This commitment highlights the value of early risk-bearing capital in unlocking broader investment flows for climate-resilient infrastructure.
