AgDevCo Deepens Bet on Aquaculture with Victory Group Expansion

Posted on April 10, 2026April 10, 2026 By Africa Digest News No Comments on AgDevCo Deepens Bet on Aquaculture with Victory Group Expansion

AgDevCo has committed US$15 million in a follow-on investment to Victory Group, a fast-growing aquaculture company operating in Kenya and Rwanda.

The mezzanine loan, announced on 8 April 2026, builds on AgDevCo’s initial US$4 million investment made in 2021 and reflects continued confidence in the company’s strategy, operational performance, and long-term impact potential.

Victory Group specialises in the farming, production, and distribution of Nile tilapia, a key source of affordable, high-quality animal protein in East Africa.

The company operates large-scale farms on Lake Victoria in Kenya and Lake Kivu in Rwanda, supplying fresh fish through a network of more than 100 sales outlets directly to thousands of market traders.

Strategic Purpose of the Investment

The additional US$15 million will be deployed to accelerate Victory Group’s expansion plans, including:

  • Development of additional farming sites in both Kenya and Rwanda to increase production capacity.
  • Strengthening of distribution networks and logistics infrastructure to improve supply reliability.
  • Enhancement of operational efficiency and quality control systems to meet rising regional demand.

With strong demand for fish across East Africa, Victory Group is on track to reach total production of 30,000 tonnes by 2026. The new capital will help the company scale responsibly while maintaining focus on sustainable aquaculture practices.

Joseph Rehmann, Founder and CEO of Victory Group, commented:
“Our mission is to build a scalable aquaculture business that delivers nutritious protein while creating economic opportunities throughout the value chain. AgDevCo’s continued support will be instrumental in expanding output and reinforcing our distribution systems as demand for affordable, high-quality fish grows across the region.”

John Jakobsson, Investment Director at AgDevCo, added:
“Victory Group has substantially increased production levels while improving operational efficiency since our initial investment. This follow-on financing demonstrates our confidence in the company’s leadership and its long-term contribution to East Africa’s food system.”

Broader Relevance and Developmental Impact

East Africa faces a growing demand for affordable animal protein, driven by population growth, urbanisation, and rising incomes.

Traditional capture fisheries are under pressure, making sustainable aquaculture a critical component of regional food security.

Victory Group’s model addresses this need by producing Nile tilapia, which is a nutritious, fast-growing species well-suited to local conditions, and distributing it through efficient, market-oriented channels.

AgDevCo’s investment strategy focuses on providing patient capital to high-potential agribusinesses that deliver both commercial returns and meaningful developmental impact.

The follow-on financing to Victory Group exemplifies this approach, supporting job creation, supply chain development, and improved nutrition outcomes in the region.

Future Outlook

AgDevCo’s US$15 million follow-on investment in Victory Group underscores the growing importance of sustainable aquaculture in meeting East Africa’s protein needs.

By enabling the company to expand farming capacity, strengthen distribution, and improve operational efficiency, the capital will help Victory Group scale responsibly toward its 30,000-tonne production target by 2026.

This transaction reinforces AgDevCo’s commitment to supporting transformative agribusinesses that combine commercial viability with significant developmental impact.

The investment highlights the strategic role of patient capital in building resilient food systems across the continent.
